Brian Oakley

Senior Vice President

Mr. Oakley has over 23 years of experience in providing financial advisory services to water, infrastructure and energy sector clients in both the private and public sectors. Currently, he coordinates the firm’s federal financial advisory services, including P-3 transactions. In this capacity, Mr. Oakley is leading the firm’s efforts in assisting the U.S. Environmental Protection Agency in its implementation of the WIFIA credit program under the Federal Credit Reform Act. Mr. Oakley also serves as a Senior Financial Advisor to the Army Office of Energy Initiatives and works with Army installations and USACE in developing financeable renewable energy P-3 projects.

Mr. Oakley’s strengths include project risk analysis and financial structuring, financial modeling and business case analyses and negotiations support. With regard to water resource projects, Mr. Oakley has a broad range of experience, including:

  • · Non-Recourse Project Finance Modeling
  • · Public-Private Partnership Planning and Procurement
  • · Transaction execution and closing

Mr. Oakley is registered with the National Association of Securities Dealers and serves as the financial, operations and compliance principal for Scully Capital Securities Corporation. In this capacity, he is responsible for overseeing the firm’s accounting and NASD disclosure procedures.

Mr. Oakley’s prior experience includes serving as a Manager for Infrastructure Management Group, Senior Consultant for Ernst & Young’s National Environmental Consulting Practice, and Staff Consultant and Senior Consultant at Andersen Consulting. His prior responsibilities included conducting numerous rate studies and public-private partnership feasibility studies for environmental and infrastructure facilities.
